What do you have connected with the electrical wires? Is this some sort of alarm to alert you there is a bird outside or part of the anti-squirrel perch?
Looks like that Red Bellied Woodpecker is enjoying that suet very much. I have a pair of Red Bellied Woodpeckers, Red Headed Woodpeckers and Downy Woodpeckers along with many Northern Cardinals, Tufted Titmice, and Blue Jays. This is a great video and the birds really appreciate the suet in those sub-freezing temps.
